Top Quality Animated Banner

Hi, so I've recently purchased a banner and to be honest it wasn't the quality I expected nor wanted. So I've come here to request for someone to get the job done properly.

So what I want:
Something along the lines of the .gif tagged
It must:
Be a suitable file size to be able to be uploaded on vote sites
It must not:
Be a template
Be someone elses work
