TPS Problem Assistance

So my friends servers TPS is dropping down to 1.5 - 2.0 range instead of the maximum TPS of 20. We believe we have found the issue which is a mass amount of entities in hoppers, chests, and on the ground. Clear lag hasn't been able to fix this issue. We found the entities are in a raduis of 512 blocks in any direction of XYZ : 5120, Any, -5120. My question to you is. Is there any way to find the location of the entities more easily. This is causing massive TPS drops making the players unable to play the server. I need a fix ASAP. Solutions such as a way to find the exact cords for the entity locations, or a way to teleport directly to the entities.

23k Tile entities is a bit high
But gotta take into considerations:
Amount of players, amount of chunks loaded, is it a dedicated host? Amount of worlds?
Is it modded?
