Super simple just comment once any number upto 1000 and on 2023-09-16 they will all be put into a random choice generator such as https://www.gigacalculator.com/randomizers/random-choice-generator.php and it will pick a random one.
What if the same number is mentioned by multiple people?
The person with the earliest comment time will take precedent to prevent people sending duplicate numbers.
