Trying to pay with paypal balance?

I'm trying to pay someone with my balance but it says I need to add a card. I've already went into settings and set to pay with balance first? Please help.

I've already posted this on PayPal's forum but no one answered.

I think they changed payment methods some time ago because I remember I could pay using just my balance as well. Once you add a valid card onto your account it will use your balance regardless I think it's just a method of verification. (?)

It's just for verification I believe, enter a card and it will let you use your balance

If you don't have a credit or debit card to add, look for a VISA or Mastercard gift card lying around in your house. Those work too.

You could also buy a Visa gift card from a lot of retail stores if you don't have a bank credit card. However, you need to deposit at least $25.
