You simply need to ask the police if they know "Jim" (everyones know someone named Jim), then strike up a conversation, ask them how Jim is, how are the kids, how's work? This will grant you freedom, as you have distracted them with your 15/10 social skills plays! Then you have successfully completed the tutorial.
