quality is a difference, but if you're all about getting stuff for the least amount possible then go for cheap over quality by all means.

Considering for 3 hours+ work, $15-$25 is a pretty fair deal imo. I can't imagine that you will receive a quality build for that price.

Anyway, if you liked his portfolio, go for it!
