Two custom plugins need done

Hey there, I am trying to rebuild an old, popular server that I used to play on long ago. In the server (I believe) they had to custom plugins. One for ranking up, and one for changing spawners. I know there are similiar plugins that do the same but I would like these ones done for me. I am not sure how hard they might be, or the time they consume. On that note if you feel you have the time to do this I would be more than grateful and willing to pay.
