1. In any kind of transaction, is it allowed to offer monetary incentive to your client, for them to leave a positive rep on your profile (i.e. Made Plugin for $10 then say if client leave positive rep you will charge 5 dollars less)

2. Any recommendations for cpu, ram, and gpu for the most budget desktop build for mc plugin development and running games like league at over 140fps?

1. Can't really use rep as currency, and you shouldn't in a way be paying people to rep you. If you offered a service and they paid for it and the deal was successful, you can just ask them to rep you and you can do the same back.

EDIT: 2. Not sure about mc plugin development, but for a budget build a 1650 super is pretty good, around $100-$150, or just get the 1660 super which is around $230. CPU, theres a few good ones, you can get an i3 10100 (very new, came out april 2020) for like $125 and 16 gbs of ram you can get usually for $60-$80 around that price range.

Wow I didn't know they made system ram that ran at 16 gigabits per second owo

Thx im looking into the build you gave me and it seems like it really is one of the best budget builds around rn.
Please, god, don't go with Intel. Get a ryzen CPU but make sure your memory is clocked at ATLEAST 3000 MHZ preferably 3200-3600.

I know my cpu(s) dw (at least I think I do) I’m also considering the 3300x ryzen...

1. No, like everyone else has said really.

2. I currently run a 2600, 1660 super and 16GB of DDR4 memory and for me this runs everything perfectly. I am able to code with ease and also run games. If you want to get a new PC I would recommend a 3600 and maybe a 3070 since it will rival the price of a 2070 super while having such higher peformance. But honestly if your on a budget a 3600 and 1660 super will run almost all games above 60 fps.
