Well it depends, if you're looking for a complete custom UHCF core it'll be for 200$+
If you're looking for a random iHCF/Para fork but mixed with UHC basics, would't go more than 80$
Would I be better off just paying for a custom one? Or take the time to find an optimized core and setup the UHC basics on my own?
I think it's better for your server to get a custom one.
But better for you to setup the UHC basics and stuff.
Both work nicely but more custom it is, better the server will be and "special"
They both take a lot of time because for the fork edition, you'll need access to the source code to add & edit stuff. Unless you'll just add plugins that disable in game stuff.
On the other hand the custom UHCF core will take much longer 1 week+. But easier to add the UHC basics in.
Both ways require a highly skilled developer and that would cost some $$$
