Unban people after their warning points are below 75

I think this is something that we NEED, for example Dropset got banned a few months ago (free him) and i think that he should have been unbanned by now if this was a thing. WHATSOEVER im not saying that he should get unbanned just because he has been banned long enough but after everything warning points are just a "WARNING" as their name says and we should have another chance (as there have been LOTS of Suggestions related to the Warning points system and i feel like this is one of the few that we need)

Hitting the 75 warning point limit is a really difficult thing to do on the forum, it means that you break our rules several or even dozens of times within a short period.

Especially with our relatively new expiries we added for warnings, I think that 75 points might even be a bit too generous of leniency to be providing to our users, and I definitely don't want to make it even higher than what it is by allowing people to come back from their permanent ban.
