I like the concept, but the concept of that much interaction with a PayPal account could lead to a dark route.
We had alpha test for 2 months with some 20+ regular players, we did around 10+ cashouts while players where investing in their inventory, casino etc. It is a really unique and smart concept that keeps players interested and popularity rising fast.
This server isn't pay2win with your /balance you can buy a lot of comsetic things and upgrades but there is no OP or any other gear that you can simply buy and be the strongest. This server was made for players to have a lot of content and grinding so its nothing like usual booring factions server where you get max enchants in first 2 days and then run around trying to find raids or people to kill from which you get exact same items over and over again... there is a lot of unique items and things u have to work, complete side quests and grind. well maybe the only pay2win part is crates if you have a lot of real money you can try to get some good gear, but in same time everyone can get that gear and if you want you can remove any item that is being sold by /balance from server.
About EULA i don't think its against the rules a lot of servers has some kind of gambling plugins or something similar where they can get more money by chance, and in the same time you can buy money from their buycraft store. We just offer players a chance to withdraw that money by having 2 currencies - emeralds and /balance.
The server has a lot of unseen things if you are interested and can actually afford the price, i can show all the things/features live.
And if someone buys the project i will explain and show how all the real money stuff works. Its very simple.
Oh and if you wonder why we didn't launch the server. Well after all the work on the server we had no money left for advertising, so we put the project down for some time, but now we have shopify stores and we dont need or have time to launch this and operate the server. Neither we have any admins, mods that we know and trust, so we tought would be good idea to sell this so all the work wouldn't be for nothing.

Look interesting and the idea is really unique.
Never the less, i'm pretty sure that "this kind" of server(s) will fall in to a whole different category in terms of the "gambling" part and the fact that the majority of the Minecraft players are minors. It's one thing to provide the environment (the server) and the digital goods/products (buycraft), and a whole different thing to implement the gambling in to whole that.
Not trashing. I'm just saying, do your research before going in to something like this.
