Up Thread Appraisals

Hello! So, you currently can't Up Thread appraisals which can be quite annoying if no one replies to your thread (I have experience).
This is a small suggestion but I think it could help.

1. If a normal member/premium makes a thread asking for appraisals and no one replies they can't trash their thread so they will have to make a new one and it'd just make it a mess. Also for normal members they can't ask for appraisals in the shoutbox.

2. This would also help people that like appraising look for accounts to appraise since it'd be in the 'Recent Posts' area if they Up Thread their thread.

Well, I said they can't ask for appraisals in the shoutbox meaning that they can't use it at all. Didn't make myself clear enough.

The reactions is a bug but that's a different thing and if this reminds them to add up threads to semi og's so be it.
