Update an out of date plugin to 1.13.2

I have a plugin my server has enjoyed for years but it was last update around 1.9. Currently, it does not function correctly.

The source code was made public domain by the developer because he abandoned it.

I would like a quote on updating it to 1.13.2.

I see no reason not to share the GitHub link here, the plugin is open source anyways and you will receive quotes quicker.

It's not tiny, it's not huge. Hence, decently-complicated. It's not a two-second update by any means, nor is it a large project.
