Upper the limits of uploads in setups

I spent my whole day today making a really nice showcase for a setup I was about to offer, then when I went to upload it it said the file was too big. I compressed it using RAR and it was still 550MB, It's logical for a decent setup to be this big. I recommend upgrading the size of files uploaded to setups and they're usually a big size.

550MB is a massive size for a setup to be, and there's absolutely no reason for it to be so large. Our resource size restrictions are in place because Cloudflare limits us to maximum uploads of 200MB. Theoretically with some sys-admin-trickery we could get around this and allow for larger resources to be uploaded, but allowing for massive resources just encourages people to not consider file size while working on their resources and the larger files we allow the more difficult it will be for people on slow internet.

Maybe at some point in the future we may up the limit to 500MB for Ultimate users, but I don't expect we'd ever up it for anyone else.
