US Proxy Setup?

I am looking for some information on how to setup a US proxy. I would like to learn a little more about and can't find anything on google other than other people asking how it works as well. If anyone can give me some incite on it or explain to me how it works or even would like to tell me how to set it up, I would greatly appreciate it.
