Users can only post MCM links every 15 minutes

Since I've seen a lot of people advertising services in the shoutbox more than once every 15 minutes, I think they should get an error when they try to post an MCM link more than once every 15 minutes. Something similar to this:

But saying "Please only advertise once every 15 minutes" or something similar.

I agree with the concept, but what if they have to share a link to a different thread (not what they're advertising), in predicting a lot of complaints

Also people will always find away around it like type "mc market.org/..." Or "mcmarket.org/..."

If people post advertisements too regularly then report them in the shoutbox. I'm sure there are a few times where you can post MC-Market links multiple times within a 15 minute interval in the shoutbox. This has been denied.
