Users cannot build on server

I have a server where I am using WorldGuard to allow users to only build in certain sections. However it is not even letting them build there.

I only have EssentialsX, Essentials AntiBuild, Essentials Chat, WorldGuard, WorldEdit and PermissionsEx.

I cannot seem to find what is wrong any ideas?

modifyworld.*
essentials.build
Make sure those are added to permission nodes.

Thank you I tried that and a few more things and it fixed it.
