Users cannot download my free resource

I am receiving reports that users are unable to download my resource: http://www.mc-market.org/resources/686/

It IS free and I want it to be free.

I clicked the "Remove From Sale" button and it was supposed to make it free.

or maybe it removed it from being downloadable at all. Is there any way you can return it to sale but set the price to 0?

I've tried that and it only directs users to paypal with a paypal error
