Users who have active scam reports won't be allowed to talk in SB

Well if it was just a scheme to have the person not talk in shoutbox (which is pathetic, first off) then the person who opened it should be punished for wasting time and harassing the other user.

By getting your shoutbox access removed, you're being punished. Why should members get punished for a unresolved scam report?

It's punishment for, at most, fifteen minutes.
What I'm saying is that I personally think it would be more efficient to get users to respond to scam report quicker.

It could be revised saying that "once a user DOES reply to a scam report, they may talk in SB again."

People rarely get banned because they don't see a scam report. They usually get banned because they simply don't want to respond to a scam report. Ask M6Gaming.

M6Gaming also posts on their wall and PM's them to respond to the scam report so it's impossible to miss a scam report on yourself if you're online.

If anything, there should be an extra box that shows up next to their names on posts, or on their profile that says like "Open scam report", or anything like that, so people wouldn't have to go to the scam reports and see exactly who has the scam reports. It's kinda off topic but eh.

I think that's a bit extreme, the muting in SB is more subtle, and if it's something idiotic like a misunderstanding, not everyone should have a "YOU ARE THE 100,000TH VISITOR" alerts because of it.[DOUBLEPOST=1479438633][/DOUBLEPOST]

What's the point? Seems pretty dumb. If it is a actual scam and they don't respond they get banned anyways. This isn't going to "make" them respond.

Meh, I still don't think it would hurt for this to be implemented, but you do make valid arguments.
If this won't be added in, so be it, it's not something near and dear to my heart

No. This allows for people to make petty scam reports to stop people from being able to talk in SB.
Having a scam report open will not have any effect on a user's ability to use the site.
At the moment, if they do not respond within 24 hours (sometimes 48), they will be banned. I'd think that's enough motivation, don't you?
