Virtual Tnt Storage Plugin

Hi! I'm looking for a virtual TNT storage plugin for factions. some key things I would like included are:

• Ability to TNT fill directly from the virtual TNT storage
• When running the TNT fill command, amount of TNT can be specified, and it fills dispensers in a 5 chunk radius
• If there is not enough TNT to do the amount specified, inform the player
• Depositing Physical TNT into the virtual storage via command, or a chest that accounts for it then puts in the bank
• Ability to be used by faction members, preferably supporting FactionsUUID

That's it! If you can do it, or know of a plugin, hmu. I don't mind if it's premade or custom. Need it sooner than later, can do 50/50 payment due to my low rep.
