"Void Chests" (Paying)

I'm looking to purchase a plugin that will do the following, when a sign is on a chest, with the following layout, https://gyazo.com/20f09b8d6aab95d4d1d405ff7e408257, it would sell everything in the chest. The items in the chest would be sold by a price in the config. If the item is not in the config, then it would simply get deleted.
Also, I would like to have permission nodes that would allow players to place from 1-5 signs. The permission node would look something like this. EcoAddon.1 to let them place one, then EcoAddon.2 to let them set two, then so on and so forth.

To break it down, they would have to place the word "Void Chest" on the second row of a sign, then their IGN on the third line down. The plugin would add the colored line at the top and bottom, then it would automatically color the word "Void Chest" and the player's IGN.
