Votifier Error, Cannot Bind

Hello, Anyone know how to fix this? I will pay you HUGE amounts of money if anyone can fix this! PM me for my discord...
BTW THIS IS TRYING TO SET UP GLOBAL BUNGEEVOTING WITH NUVOTIFIER

Fail!There was an issue sending a notification to Votifier on 164.68.112.62:8200. This was the exception that occurred internally: Connection timed out. Please check the following: Make sure the plugin is running and that the port you specified is the same as theport in plugins/Votifier/config.yml

Make sure the port is allowed through the firewall for incoming connections. If applicable, make sure the port is port forwarded through your route if you are behind a router.

Check to see if you the port isn't being blocked by your ISP. Check to see if the public key you provided is correct 20:29:24

[SEVERE] [NuVotifier] Votifier was not able to bind to /164.68.112.62:8191 20:29:24 [INFO] [NuVotifier] Forwarding votes from this NuVotifier instance to another NuVotifier server.

Anyways, this has to do with the firewall and ufw doesn't exist. Gl to anyone who solves this, four people attempted it and none have solved.
