This should be really easy. Your server hosting company should already have a IP for votifier and if not then ask support to find it and then put it into your votifier config and then keep your port the same (8192).

Unless they have another port open for votifier.

Also, if you purchased a dedicated IP package with your hosting company, then you can use your server IP and any port you want.
