There was a guy selling a /speed command that got like 30 vouches off of it lmfao.
how is all of the sudden not allowed?

Asking for a vouch in return for a copy of the product is fine.
They wouldn't have this rule in the rules if vouch copies are not allowed.
If this is the issue you're mistaking it with reputation, that is different than a vouch copy. Asking for reputation is now allowed.
If the issue with this was that he was asking for a vouch first, then yes, that is incorrect, you should ask for a vouch after them receiving the product. I cannot seem to find it in the rules, but it sure isn't ethical.
