I can pay up to $20 per month.

Cores: At least 4
RAM: 16GB @ DDR3/4
Disk: At least 50GB @ HDD/SSD (Not too much needed)
Bandwidth: At least 100mbps @ Unmetered Traffic
DDoS: Yes
OS: Debian 7/8/9

If you raise your budget a bit you could get a dedicated server from here https://www.soyoustart.com/us/essential-servers/ if you are from the us https://www.reliablesite.net/dedicated-servers/ if you can’t afford them I’d recommend checking out a shared hosting provider. (If you are hosting an mc server if not then good luck)

Hey, I recently bought the 5euro/month server from contabo.

I am using ubuntu 18.04 I think, and if you're comfortable with spending a couple hours setting it up, you can have a server for £4.45/month, 8gb ram, 200gb storage, 100% ssd, 4 cores.

You can also go for the 9euro/month server and get 16gb ram 6 cores, 400gb storage. (This is a German company and I'm currently in the UK so I haven't looked for server transfer, but I assume the servers only exist in Germany).

This entire server uses putty (or anything similar) and filezilla. Hope this is maybe something that interests you.
