Yeah, they are well known for overbooking their servers
"Contabo should be your last resort as they are known to overbook their systems and have terrible Network-Protection and just nullroute your IP when an Attack is Ingoing! (I'd only ever use Contabo for uncritical services!)
The CPU and "SSD"-performance is throttled down on purpose and pretty limited.
The only good points are support and you usually get your network-speed (thats also throttled down on purpose on the lower tiers)
Other than that.. their VPSs are terrible for hosting basically anything that requires a bit more umpf or reliability.
Contabo is luring people in with their cheap prices. You get what you pay for.
If you want something reliable, go to netcup. Unbeatable prices with good performance.
Want to go dedicated? Hetzner-auctions is probably the best place."

Unfortunately that pricing is difficult to match as it requires cutting costs in areas such as network and DDoS protection. Overselling is also highly likely at that price point.
