If you have absolutely no experience, it might be easier going with a shared host. If you get a VPS/dedicated server, you'd need experience with Linux or spend some more money hiring a systems administrator to set things up for you.
At your player count level, however, a VPS would be enough. There's no need for a dedicated server unless you're running cpu-intensive servers such as Tekkit.

with a good sys admin like Fox, a VPS should be fine for your needs.
