Should I buy a VPs to host an entire network on, 4 game servers, a proxy, and a hub, the game servers with 5-6 gb, hub with 2 and proxy with 1. Does a vps like this exist or should I buy a dedicated server for this. (If a vps does exist like this send me a link to their website)

You could throw everything on a VPS but that would most likely be the most expensive route ( $/GB ). If you don't expect a lot of players on your hub you could throw your proxy and the hub on a VPS and get your regular servers from a mc hosting provider. Try to get the VPS from the same hosting provider as the game servers to decrease latency.

I think you'd be best off with a dedicated server solution, as it sounds like you're going to be running quite a lot. Hardware should reflect that need.

Perhaps buy a dedicated server, and use something like Pterodactyl to break up resources.

You could honestly just use minecraft hosting for this, many providers are starting offer pinned CPU threads on their MC lineups which can be very beneficial to networks like yours. I'd happily be able to offer you a solution like this but if you're not interested I'd recommend UnfriendlyDuck .

It really depends on the finer details. What Gamemodes are you trying to host? Are they some more classical ones or something custom/something more CPU heavy hitting? Do you need quite a bit of disk storage? Do you like setting up your own protection/firewalls, do you need a MySQL database/web hosting as well? There's a lot of factors you have to worry about. I would suggest a VPS/dedicated server. It takes a bit more work and it can be more expensive but its worth it. Not only could you use it to host your server but discord bots, websites, you'd have more disk storage and just more control in general. So if you find a VPS host with good DDoS protection and a decent CPU it would be cheaper to just buy that, since you wouldn't have to buy another host for anything else.

$40 is pretty low for a vps that will actually run good with your requirements

you can find cheap ones but they are probably crap with bad DDoS protection

If you need a Linux vps I think you could use clovux and get a custom quote from them
if you needed windows or Ubuntu or something you could use witherhosting vps and just add additional ram onto it.

clovux also has KVM vps which is $1.5/1gb which I think just fits your budget
but honestly idk how good clovux is.
