Warnings for Attempted Scamming.

I am new here but I seen people scam people but when the buyer or seller makes a scam report, They refund the person that got scammed. Then the case is closed. So I am suggesting adding if a player attempts to scam another user they get a punishement. I am not sure if this got suggested so please bare me.

An attempted scam is a ban. I see no reason why it should not be.
If you can break through the moral barrier to scam once, then from then on it will be easier and easier to do so again (mentally, anyway, it might still be difficult to pull off in reality).

You mean that if someone opens a scam report and gets refunded, the perpetrators should still receive a warning.
How would you know it's an attempted scam in such a case though? it could simply be someone making a mistake, or a client being unhappy with the product (half the refunds seem to be the latter, even beyond reason).
Basically, all those who get judged as an attempted scam get banned, and all those that are not go free, as they should.
