I have run 2 decent sized xenforo forums and have resolved spam about the place and these are the 2 plugins used that prevented 99.9% of spam accounts being made and the same goes for spam posts in general chat.
Maybe they could be placed in
https://xenforo.com/community/resources/customimgcaptcha-spam-combat.1161/ : this plugin places the ability for custom captcha images to be selected with custom answers to choose from where multiple can be correct (user inputs an answer)...this one is FREE
https://xenforo.com/community/resources/stophumanspam-anti-human-spam.1480/ :was used a s a second measure to stop minor spam for those bots that went though, very configurable and useful...this is a paid plugin
The 1st plugin stopped most of the spamI had... the server using this is www.athion.net/community and has close to 3600 members, although not overly active these days it hasnt had spam at all since its launch. I suggest this as seen multiple spam posts in the general section.
THAT or rename the general chat to something else as the bots tend to target common thread / category listings.

I ALSO have seen a few ppl admit to multiple accounts they scam with ... found this plugin that works off browser cookies that should stop most of them... I would suggest in investigating it and using it as then can see what alternate accounts are made
