Require that people only respond to a thread if they are willing to do work themselves. People such as 1amDev and Elcro, who don't get me wrong are great guys and good at their jobs, get instantly tagged into most threads by other people before they're able to post themselves. This is because of their larger client bases and previous customers, which makes it a lot harder for other smaller people to get jobs.

It only seems fairer on others to be honest.

This is very true. I get tagged in many posts that my previous clients and other people think I can do and work on. It does allow people to vouch for certain users and tell others that they should go with the same user. However, I see where you're coming from because I used to be the small guy too.

I'm pretty neutral on this suggestion. But if it is implemented, I have no idea how you could possibly enforce it. I would think users would probably get pretty angry that you're not letting them post or vouch for someone. As well as some sellers being angry about that.

EDIT:
This would also have to be implemented for all forums if it was implemented.

But, it's up in the air to Bosny and the staff team :)

But what if you are asleep and you don't see the Thread, only if tagged by someone (<3 Shroomy) would you see it.

The fact here is that. You snooze you loose. There is no such thing as fair in this world. Fair is a misleading concept made by every person in the world. Fairness should only be used in sports.

If you're willing to wake up to accept work, then you might as well not sleep at all and accept the jobs yourself.

Very true. You snooze you lose. But as shown by the post above you snooze you don't lose. The point here is, who will post first. The lone developer who's done a few jobs, or the tens of customers from other person. The world isn't fair, but a marketplace which specialises is giving people an opportunity to present their services should be. It's extremely hard for someone new to break out and make a living, but even harder when their primary source of work is against them.

it is what it is, you could say the same for any other section, not just web-development. Loans & Investments was one exception because that was really needed. Like, you can't have a post requirement for every section right?
