Web design, how you do it?

As bad as the title can sound, I was looking for different point of views on how everyone does their web design. What I'm looking for is what one's modus operandi is for web design. Do you start with the background and work from there adding on it like layers? Do you prefer working it from the top to the bottom of the page and then adding what you believe is missing? I really need new ways of improving my way of working. I can't seem to find an efficient way of doing it without jumping rigjt and left and stoppinh in the middle of say a navigation bar and then going into something else and back to the nav bar.

If you want some extra planning before you start making the site, you can make the design in something like photoshop or adobe experience design

My way of doing things:

• Idea, concept, planning, etc
• work on .htaccess
  
• Create ALL files and folders
• make sure empty folders have an empty index.html
• get to work! (I have no advice on this lol)
