I understand you're looking for a simple web design template for a construction company, and you don't need any teams or servers involved. As for your budget, $40 may be a bit tight for a custom web design, but I'm sure you can work something out. You might find it helpful to talk to organizations like roistrategicmarketing.com. Who knows, maybe they will offer favorable working conditions. As an option, you can still turn to novice designers, they are willing to work for a small budget. But what quality will be the project is unknown.
