I currently, only have desgined ONE website in my life, i didn't even complete that

As far as I'm concerned, web design is the whole concept of making websites, not only CSS(the graphics), but th HTML and Java code too. I would reccomend for you to post his on the graphics desing section too. By the way, I guess that someone could have wanted the design so that they can complete the code, but usually they are purchased together since layouts must be made for all the site's sectons.
