You're a Front End Web Developer who makes websites using HTML and CSS (idk maybe jQuery and JavaScript),
if you make a website with just HTML then I doubt you'll be getting many clients.

I can add .CSS but I am not pro for this and don't want a lot of money for this !

Okay but I don't think there's a thing called a HTML Dev and literally nobody will want a website with just HTML. Just say you're a Front End Developer whether or not you're actually good at CSS or not, as long as you know what this does:

You must have CSS with HTML...its not really optional unless you want a website that looks like it was typed up on Word. CSS is really straightforward anyways and you should take the time to learn it before you offer to make websites.
