Can't use vouches as a currency it's given if they feel it's deserved. And you have 0 rn

Please read properly, he clearly says "IF" the website is good. In that case, he clearly does deserve a vouch. And, he says "vouchers" or in other words, only 2 people are able to claim this offer.

He still says he requires a vouch, if the people who receive vouchers think it's good they will vouch if they want, can't require one and I did misunderstand about the vouchers.
