I am looking for someone to make me a website, as in a forums. I want this to be cheap and am not looking for a custom one, just someone to install xenforo for me and a theme.

Don't deal with this person. I PM'd them and they don't even have XenForo or a database purchased.
When I first pointed this out, they replied that "other developers" are "giving" them XenForo. Then when I stated it's probably pirated / nulled as XenForo costs $120, they asked if I could make them a forum myself...

They apparently don't know what they are actually doing and wants you to pay $120+ for XenForo yet says this:

I want this to be cheap
