WebSender can't open any ports!

I'm trying to use websender and Pterodactyl (on my own Dedi Server), however any ports that I use be the default port to 1293213 won't bind. I've tried it with both Bungee and Spigot but nothing seems to bind. I use version 1.8.8 spigot.

The port number can’t be higher than 65535. Pick a number below that that isn’t already in use by a major program.

I have, I even left it at the default port and it doesn't work. No port works
