It is not hq.Hq is a paid project from companies that are made to exclusively make websites and designs and their services cost up to some thousands.That is hq kiddo

Hq=High Quality, what this guy is offering, IS high quality. Of course there are web designers that can offer a very good service for thousands of dollars, but those are for big businesses (which there aren't many on MC-Market) So if you take a look at the setting you are in, then yes, this is rather high quality.
Vouch copies are useless if they already have a reputation elsewhere.
