Website Design + Potential Backend

Currently looking for someone who would be able design most of my website which includes home page, profile page (potential backend), announcements page (potential backend). There also some other pages which are more text focused such as privacy policy.

I don't exactly have a set budget on all of this as some of this includes potential backend and I'm not 100% on all the pages that need to be developed.

Quick edit, should mention that I have the actual UI design done just need the development of it.
