I am needing to find a cheap website host for my new upcoming minecraft server,

I also need someone to install xenforo on my website and put a theme and make it look nice nice etc for as cheap as possible!

I don't think any real company will manage your Xenforo installation for you. You should take 10 minutes to read through XenForo's wiki and documentation. It's extremely easy to upload and install a style.

Running your Minecraft server is your job. The host's job is to provide hosting services. A lot of hosts will probably be glad to install XenForo for you, but to make you a custom style, even install a style is pushing it. You can find services on XenForo to install your add-ons/styles between $10-15.

TigerNode provides both Minecraft and website hosting, both high performance and reasonably priced. We're willing to install Xenforo as long as you provide the license. We're not able to create a custom theme for you though. So for that I'd recommend either 1amDev or Elcro.
