Website Portal Made $20 Budget

Hello everyone I'm looking for a website portal for my server. I'd like it to have animated stars in the background as the server is space related. I'd like the websites portal to be kinda like this ones:

Yep. I mean sure I use portal templates but I at least edit them so much people cant tell.
