Weird Gray Question Mark instead od Double Arrow Symbol? (Help please)

Hi, so I have a SkyBlock setup I am doing for someone, and for some odd reason, in chat rather than displaying this:

How can I get the arrow to display and not the question mark thing?

Something to do with your minecraft font (I'd assume), if you are using a resourcepack, try taking that off.

No, I figured out the issue

Vanilla does not recognize symbols as a physical character. Changed to Spigot and it is fine

I'm pretty sure this has something to do with the encoding in your text editor. If I remember correctly you should have it as UTF-8. There's a tab for this is if you're using notepad++

EDIT: Nevermind then

It has to do with the spigot version, try a newer one.
