I do have a decent dedicated server from OVH, which is an Advance-1 located in France, Gravelines.
I'm running into a very weird issue where all my players complain about how heavy the gameplay is. Most of them have a ping of <100ms, which is OK, but trust me, the gameplay experience feels like you're playing with 200-300ms jittery ping (and I feel the same).
Tried using a $2.50 server from PebbleHost, and guess what? It was smoother than my $100+ dedicated server. What's going on here?
I'm hosting a competitive PvP server (where everything needs to be very smooth) using a popular and reputable Spigot fork called ImanitySpigot3 (1.8.8 version). It was very good back in 2022, and I still know servers running the same Spigot fork and having a very smooth PvP experience while I'm not.
I've tried these before and it didn't help:
Not to mention that the TPS is always 20 with almost <5% CPU usage.
What else should I do? I really need help here. If anyone knows or has run into a similar issue before, please let me know. I'm offering $20 for anyone who helps me fix this issue.

I've tried these before and it didn't help:
- Use default Spigot/paper or change Spigot fork.
- Tweak the configs (spigot.yml, bukkit.yml, etc...)
- Remove all plugins (default setup)
- Change Linux distros (Debian, Ubuntu, Rocky, Alma, etc...)
- Change hosting provider or plan.
