Thats right, looking for someone that could make an Welcome Raffle Plugin?

How does this plugin / system works?

1) Someone joins that is new.
2) Players that are online say 'welcome' to enter the raffle.
3) All people get set in an raffle that said 'welcome'
4) Then it will display in chat who won the raffle.
5) Need an config file so i'm able to change items whenever its needed.
