Probably the people who make a town right next to your town when your trying to develop and claim more land.. and their just sitting there with like 1 house & a farm.

adding onto this ^

When they build a town right next to yours just to get you to ally with them and join there town, thats the most fucking annoying thing. If that happens to me I wait till they go offline and burn it to the ground :)
