What bicycle should I get?

I'm going to learn how to ride a bicycle this summer and I want to get this bicycle but I'm not sure if it's a good idea to learn on a small af bicycle, any suggestions from those of you who rides bicycles?

My heart sank when I saw the price ;-; What's a good budget to start with? My dad's going to give me $100 to help and I plan on using some of my savings for it as well. I might end up getting a second hand to cut down on the price.
