As Beaverer said, I would highly recommend a wacom intuos.
For programs, I recommend Manga Studio 5/Clip Studio Paint (is a paid software, not free).
When I was starting out drawing minecraft figures, I found this Inkbyte tutorial super helpful:

However aside from that, there a ton of other great helpful youtube tutorials that you can find by just searching
