What is a Dedicated Server (In depth please)

So i never really had any need for a dedi, however i have the money to buy one and i wanted to start privately dealing vps servers as i have been told you can sort of make vps servers with dedicated servers by allocating a specific amount of resources to it, now i want to know more about this before i go into the marketplace, anyone who is experienced and willing to answer a few questions that would be great.

My questions:
Is it true "i have been told you can sort of make vps servers with dedicated servers by allocating a specific amount of resources to it"?
I heard i need some kind of license to make vps's with a dedi, is that true?

*I do not mean like a WHMCS license as i will be dealing privately, i am talking about like a sort of permit to make vps's*

2. A dedicated server is usually a baremetal box with the resources fully allocated to you with nobody else on it, VPS' are essentially a virtualized operating system that runs on top of a physical server, usually with multiple "guests" or people on a single machine.

Not a company, just something i plan on doing in the future, just going to sell a few vps's to my friends ect, i wont be doing it for a while, i do not understand #2, could you elaborate more? So i would not be able to create vps's? (I do not know much right now but helping me answer will increase my knowledge.)

Dedicated servers have dedicated hardware to the server (and that server only). VPS servers are virtual (with no real hardware) servers. Almost every VPS runs off hardware shared with other VPS servers, while dedicated servers have it's own.

His only saying that because he doesnt want competiton for his hosting company

You can’t make a VPS until you pass the national VPS test and obtain your VPS-making license. Until then, the FBI can commandeer your server and fine you.
