What is a "Restricted Account"?

So, I've seen the ServerGoat CEO with a Restricted Account banner on his username, what is this?

You can login, view threads, submit support tickets, reply to convos but you can't reply/create threads & talk in chat. I've been restricted before since my account was compromised

I've seen Sphex or whoever it is, and he replied to a thread and he had a Restricted Account,


Also, how do you get a Restricted Account?

I requested to get restricted because the person who compromised my account attempted to scam people but there are probably other ways to get restricted. Also, I'm not sure how Sphex replied to a thread while restricted

So basically, it's protecting your account?

Well It wasn't really necro posting. I got here from another person saying here is where I find out about restricted accounts. Which at this time, is relevant to me to figure it out.
